Upcoming Changes to Medicaid HIP Eligibility
The Big Beautiful Bill passed by the federal legislature and adopted by the Indiana legislature goes into effect in Indiana on January 1st. It will require that Medicaid HIP insurance members will need to work 80 hours a month and/or volunteer or be in school. Applicants will need to have earned $580/month for three months prior to their application, or they will face a re-determination to see if they qualify for traditional Medicaid.
Indiana FSSA (Family and Social Services) still doesn’t know who will qualify. “Medically Frail” will be an automatic exception, but the Federal Center for Medicare and Medicaid is still refining the term.
Work Requirement
In Indiana, a qualified individual must meet a $580 income requirement, work 80 hours/month or volunteer or be in school.
There is little information as to what will or will not qualify as “work.”
Homeless people will have difficulty finding employment, and, with a lack of address, they will not receive notification about HIP changes.
"Medically Frail"
Definition of this is still not defined.
The terminology is critical to several programs, but the definition is not consistent.
There is a 3 month “lookback period” which starts in October that does not include any probationary period while the definition of “medically frail” is still pending.
This Solution is a Problem
The Medicaid program is very long, complicated, and already difficult for people to navigate. Individuals are struggling to figure out what these changes mean. This could result in thousands of people needlessly losing benefits and having to reapply.
