Indiana College Students: Your Complete Guide to Absentee Voting for the May 2026 Primary

Who This Guide Is For.

This guide is for students registered to vote in Hamilton County, Indiana, who are attending college either at a school in a different Indiana county or at an out-of-state school. If you're registered in Hamilton County and attending school elsewhere, you can either drive home to vote during early voting (April 7 - May 4, 2026) or on Election Day, or request an absentee ballot.


Not registered in Indiana? If you're an out-of-state student attending college in Indiana, you'll need to follow your home state's absentee voting rules.



Do You Even Need To Vote Absentee?

To vote in the May 5th primary, you have two options:


Option 1: Vote in person at home

Indiana offers in-person early voting for 28 days before the election (April 7 - May 4, 2026, ending at noon on May 4). If you can get home during that window, you can vote in person at your county election office in Noblesville or at any satellite location (there are 10 early voting locations in Hamilton County). Many early voting locations are open on the two Saturdays before Election Day, but be aware that many locations close at 4 pm.  Click here for exact dates, times, and locations where you can vote early. 


Option 2: Vote absentee by mail

Do You Qualify To Vote By Absentee Ballot?

Important: Indiana requires a reason to vote absentee.


The reason that applies to most college students: "I have a specific, reasonable expectation that I will be absent from the county on Election Day during the entire 12 hours that the polls are open (6 AM until 6 PM)."

If you'll be in a different county for school during those hours on May 5, 2026, you qualify.

Other qualifying reasons include being 65+, having a disability, or being scheduled to work during all 12 hours the polls are open.

Key points:

  • Your application must be received by April 23, not just postmarked. Apply by April 15 to be safe.

  • Your completed ballot must be physically received by 6 PM on Election Day. Postmarks don't count. Mail it back at least a week early or hand-deliver it.



How To Request Your Absentee Ballot: Step-By-Step


Step 1: Download the Application

Go to in.gov/sos/elections and download the ABS-Mail form. You can also call our county election office or the Indiana Election Division at (317) 232-3939 to have one mailed to you.


Step 2: Fill Out the Form

Check the box for: "I have a specific, reasonable expectation of being absent from the county on election day during the entire twelve (12) hours that the polls are open."


Step 3: Provide ID Information (CRITICAL)

This is where students most often mess up. You MUST provide identification information, or your application will be delayed or rejected.

Provide at least one of these numbers (providing more than one is recommended):

  • Your Indiana driver's license number, OR

  • Your Indiana state ID number, OR

  • Your unique voter registration ID number (find at indianavoters.com), OR

  • The last four digits of your Social Security number

Alternative: Include a photocopy of your Indiana driver's license, Indiana state ID, U.S. Passport, Military ID, or Veteran ID.


⚠️ IMPORTANT: As of July 1, 2025, student IDs are NO LONGER accepted for voting in Indiana—not for voting in person and not for absentee ballot applications.


Step 4: Submit Your Application

Hamilton County voters can submit by:

Email: elections@hamiltoncounty.in.gov (Print, manually sign with pen, then scan or photograph—no electronic signatures)

Fax: 317-776-8218 (Call 317-776-8476 after faxing to confirm receipt)

Deadline: Application must be received by Thursday, April 23, 2026, at 11:59 PM


Step 5: Track Your Ballot

Sign up at indianavoters.com to get notifications when your application is approved, your ballot is mailed, and your voted ballot is received.



When Your Ballot Arrives

  1. Read all instructions carefully

  2. Mark your ballot in private

  3. Sign the security envelope—your signature must match your signature on file

  4. Return it immediately


Return methods:

  • Mail in the postage-paid envelope (mail at least 7 days before Election Day)

  • Hand-deliver to the county election office in Noblesville during early voting (April 7 - May 4, 2026) or regular business hours

  • Drop off at an early voting location (April 7 - May 4, 2026)

  • Drop off at your polling site on Election Day (by 6 PM)



Common Mistakes to Avoid

  • Waiting until the last minute - Apply by April 15 

  • Not providing ID information - This is the #1 reason applications get delayed 

  • Trying to use your student ID - No longer accepted as of July 2025 

  • Assuming postmark counts - Your ballot must be physically received by 6 PM on Election Day

By April 15: Submit your absentee ballot application with proper ID information

By April 28: Complete and return your ballot immediately when it arrives

By May 5, 6 PM: Your ballot must be received

Don't let complicated rules keep you from voting. If the absentee process feels overwhelming, remember: you can also vote early in person at your county election office April 7 - May 4, 2026 (ending at noon on May 4).
